ULGA is seeking to recruit a highly competent, dynamic and experienced candidate to fill the following position not later than Monday 31st May 2017 at 5:00pm.
Position: Manager Membership Services &Institutional Development
Location: Kampala with field travels as per approved workplan.
Reports to: Secretary General
Job Summary: The MSID Manager will plan, implement, coordinate and account for ULGA’s membership services in line with the strategy and in collaboration with partners and other relevant stake holders.
Key Roles and Responsibilities:
a) To develop and monitor the implementation of Policies in regard to Membership services, Partnerships and strategies for collaboration and capacity building.
b) To develop, implement, monitor and review ULGA Members’ strategies, plans and budgets for capacity building and carryout quality assurance in line with ULGA’s Strategic Priorities.
c) To coordinate the development, monitor and report on the implementation of Local Governments Capacity building tools in line with ULGA’s guidelines.
d)To develop fundraising proposals and mobilize resources for building the capacity of member organizations in line with Organizational Policies and ULGA’s Strategic Priorities.
e) To identify and consolidate Members’ Capacity Building and Networking Knowledge needs and coordinate its generation, storage and access in line with ULGA’s Strategy.
f) To manage contracts and the performance of any assigned interns, trainers, consultants in the capacity building Unit.
Qualification, Skills and Experiences
a) A master’s degree in Social Sciences, Public Administration, Organizational Psychology or Human Resource Management.
b) A post graduate qualification in Project Planning and Management is desirable.
a) At least 6 years’ experience in institutional/organizational development.
b) Knowledge of capacity building in LGs is an added advantage.
c) Knowledge and experience in carrying out planning and Budgeting, Networking and relationships Management, Democratic governance and government procedures and processes.
d) Knowledge and experience in carrying out Evidence based research, strategic planning and project development, research formulation, policy analysis and formulation, performance management, Training of Trainers, Networking and stakeholder management and advocacy, poverty and women rights analysis, Public Policy formulation and Analysis, Fundraising and contracts management plus Project monitoring and evaluation.
Character and Competencies.
a) Computer literacy (Word Processing, Spread Sheets and presentation).
b) Fluent Written and oral English.
c) Excellent Team player
d) Excellent interpersonal and communication skills. Facilitation skill is an advantage.
