ULGA is seeking to recruit a highly competent, dynamic and experienced candidate to fill the following position not later than Monday 31st May 2017 at 5:00pm.
Position: Policy Research & Advocacy Officer
Reports to: Programs Managers/Deputy Secretary General
Job Summary: To lead the implementation of ULGA’s Policy Research, Advocacy and campaign strategy agenda in line with ULGA’s strategic direction, goals and objective as guided/instructed by the Programs Manager.
Key Roles and Responsibilities:
a) To Oversee and guide in the strategic planning processes for policy research advocacy campaigns at the local, regional and national levels.
b) To Manage contracts and supervise the performance of any assigned researchers, consultants and teams in the Policy Research and Advocacy Unit.
c) To Initiate and sustain strategic networks and alliances for policy advocacy campaigns and maintain linkages and communications.
d) To Develop and monitor the implementation of policy and advocacy frameworks, communicate and consolidate reports and submit to relevant stakeholders in line with the organizational accountability systems ‘requirements.
e) To Lead the development of and coordinate the implementation of frameworks for quality research and alternative modelling for policy influencing.
f) To Coordinate the identification, consolidation, storage and dissemination of programme knowledge for all ULGA and its partners.
g) To Contribute to strategic decision making.
h) To Coordinate resource mobilization for the policy unit by developing concepts and proposals.
Qualification, Skills and Experience
a) Degree in Economic Research, Development Studies, Social Sciences or any other relevant qualification.
b) Master’s degree in relevant field is an added advantage
c) Additional training in Policy research & advocacy.
a) At least 3years experience of implementing Policy Advocacy in either local Government, Ministries or an NGO.
b) Experience in running policy advocacy campaigns.
c) Implementing Economic Development and Policy Advocacy Programs is an added advantage.
d) Knowledge of carrying out media (TV & Radio) presentations, conducting campaigns, planning and budgeting, project proposal developments, project planning and evaluation and report writing.
