The Uganda Local Governments Association (ULGA) is the National Association of Local Governments of Uganda. It is a voluntary, non-governmental and non-profit making association.
ULGA was established as Uganda Local Authorities Association (ULAA) in 1994. It changed name to Uganda Local Governments Association (ULGA) in 2004. It currently has 79 districts and 214 sub-counties, urban divisions and town councils (LC3 level) as members. Kampala City is a member of ULGA as the only City Council.
Mission: To Build democratic and accountable Local Governments capable of delivering efficient and sustainable services through training, lobbying and networking.
Vision: Unity and Efficiency
Objectives:
- To unite local governments and provide a common voice to represent the interests of members
- To build strong, responsible local governments are capable of delivering services to the population
- To cooperate as partners with central government in order to promote decentralisation as an efficient meant to fight and eradicate poverty.
- To develop an accountable and transparent local government system that is based upon modern management practices, good governance and value for money.
- To stimulate cooperation and exchange of experience between local governments as a means of enhancing efficiency, transparency and local participation
ULGA's functions:
ULGA's main functions are:
- Representation of Local Governments at various local, national, regional and international fora.
- Advocacy, lobbying and negotiation, especially with central government on behalf of the Local Governments
- Organising national and local meetings, workshops and seminars on local governance.
- Providing legal services to members, including counseling, interpretation of legal documents, coordinating Local Governments' views on upcoming policies and laws
- Providing planning and financial management services to its members
- Conducting research and investigation on local governance issues, monitoring and evaluation of Local Government performance
- Promoting good practices and innovations in local governance for replication countrywide
- Supporting, through mediation, conflict resolution and management among members so as to promote harmony in Local Governments
- With support of the development partners, Ministry of Local Government, Local Government Finance Committee, and other stakeholders, contributes to training of Local Governments aimed at building capacity in strategic competencies of the political and administrative leadership of Local Governments
- Information gathering and dissemination
- Mainstreaming poverty-related programmes in Local Government services.
Membership: Every District and Lower Local Government Council is eligible to become a member of the association, upon passing a council resolution, adopting the constitution and payment of membership and subscription fees.
