This Directorate has a key role within the Association for it develops position papers from research and policy analysis undertaken in order to support evidence based lobbying and advocacy. It also provides a platform for ULGA’s performance assessment.
Objectives:
- To promote and support evidence based advocacy
- To provide a platform for sharing research findings
- To guide discussions on Research and policy analyses
- To progressively provide a data base for information on local governments in Uganda

- Supports Planning and Budgeting
- Research studies and Data collection
- Policy Analyses
- Monitoring and Evaluation of ULGA and Local Governments activities/programmes
- Quality assurance and Performance Assessment.
This section is headed by the Director Economics and Planning Ms. Ceaser Nabwire working with the Economist, Ms.Stella Mugera.
