DIRECTORATE OF FINANCE
This Directorate is responsible for a full range of finance related issues affecting both ULGA and the Local Governments. These include financial implications of new policies, lobby for changes to the system and putting forward the local government case in spending reviews and consultations.
OBJECTIVES
- Financial Accounting - the recording and classification of all financial transactions and the preparation of financial reports and accounts.
- Establishment of financial regulations and control procedures and ensuring compliance with these and with audit requirements.
- Improve the management of the Finance Directorate in order to achieve ULGA’s missionReview and Improve standard processes for core business processes, planning and project management to ensure consistent, reliable, accurate and available services
- To foster a service culture which will result in consistency of service to the local governments
- To foster and develop an environment within the Finance Directorate, that promotes an integrated approach to management which is collegial, creative and collaborative.
SERVICES
- Provision of enabling environment for Auditor
- Provision of monthly quarterly financial reports to the management and other stakeholders.
- Updating member’s subscription account.
- To render financial advice to the secretariat.
- Production of Annual Accounts to Management and for the Annual General Assembly.
- To ensure that Statutory Deductions are made and remitted to Government coffers on time.
- To monitor in flow of funds from Donors and subscription fees from members
This section is headed by Mr. David Mutayisa, the Accountant.

- External Auditors.
- Accountant General.
- Banking and Financial Institutions.
- Uganda Revenue Authority.
- National Social Security Fund.
