Message from the President

Mr. Karazaarwe John W - The President

The Uganda Local Governments Association has continued to grow over the years. Since it was established in 1994, we have continued to advocate and lobby for local governments. We have registered great success and achievements in the last fifteen years.

The key issues for the local governments have been the gratuity for the local government political leaders, Graduated Tax compensation, recentralization of local government staff, inadequate unconditional grant, and councilor's emoluments among others. We are proud to note that while most of these are still pressing issues for our members, I feel that they reached the highest level of authority in this country.

As is our vision "Unity and Efficiency of Local Governments", ULGA will continue to support the members to enhance service delivery in local governments. I continue to encourage you to read our website to inform the public debate on reducing poverty through decentralized service delivery. As we continue to deepen the decentralization policy.
