The Directorate is responsible for the development and implementation of Human Resource policies and procedures and also participates in the recruitment and selection process for ULGA staff. It plans and engages in advocacy and Human Resource advisory services for Local Governments.

• Disseminate information on the concerns of the Human Resource in Local Governments.
• Research on how to improve the Human Resource in ULGA and the Local Governments.
