ULGA’S ANNUAL GENERAL MEETING
Every year and as part of its Constitutional obligations, the Uganda Local Governments Association (ULGA) holds an Annual General Meeting (AGM) for its members who are the Local Government Councils. The Assembly is comprised of Local Government Representatives, constituting of all District Chairpersons, all District Speakers of Councils, all District Chief Administrative Officers, and all Sub County Chairpersons. The total number of the meeting participants is 600, inclusive of Invited Guests from key Sector Ministries, Civil Society Organisations and Development Partners. The Annual General Meeting is now held for two days including various community interactive activities like ULGA Cocktail, Infrastructural Development, Football matches, bazaar….etc These attract at least 3000 participants. The Annual General Meeting of the Association provides a forum for participants to deliberate and generate consensus on common issues and strategies for redress. It is therefore a mechanism through which the Local Governments establish a common voice and are strengthened in terms of advocating for their interests vis a vis Central Government obligations under the policy of Decentralization as implemented in Uganda. This year’s the 19th ULGA AGM will be hosted by Mityana District Council, under the theme “The Role of Local Governments in Scaling up Food Security, Nutrition and Improved Health Services in Uganda”. This theme propounds the Association‘s Mission which is to ensure and promote Local Government Unity and Strength through Efficient and Effective Local Service Delivery. In terms of the objectives and anticipated outputs this year, the Annual General Meeting shall sit to: 1.Make a review of the progress made with regard to its Advocacy on key Local Government issues; 2.Make Recommendations to Government as well as other Stakeholders; including the Private Sector on key critical issues that affect the execution of their mandate as key organs of Decentralized Governance One of the activities to be undertaken during the AGM is the ULGA Information sharing and marketing Bazaar.
