- The Government recentralised CAOs in 2005. The reason they gave was that accounting officers cannot be appointed by the District Service Commission. This has created a lot of question marks on the future of decentralisation.
The Ministry of Agriculture, Animal Industry and Fisheries, is intending to recentralise particularly the Fisheries Officers.
ULGA strongly disagrees with this tendency to recentralise local government officers.
