The purpose of this handbook is to provide technical guidance to support the development of District Management Improvement Plans (DMIPs) for any district in Uganda. It was initially designed by the USAID project Sustaining Decentralization for Sustainability (SDS), to guide a pool of consultants in the process of developing DMIPs in 24 SDS partner districts.
The handbook can also be a resource for other stakeholders who are interested in undertaking DMIPs in other districts.
