There is little conventional information regarding how development organizations can support district authorities to organize the development and implementation of DMIPs. This report shares experiences and practices that may help other development actors to improve their own processes.
USAID’s Strengthening Decentralization for Sustainability (SDS) Program enabled each of 24 districts in Uganda to develop a DMIP. SDS’ overall program focus was to improve local government service delivery, especially in the areas of health, HIV/AIDS, education, and services for orphans and vulnerable children (OVC). The program was geared towards strengthening host government systems for service delivery; improving efficiency, responsiveness, and accountability of districts’ financial systems; and stimulating the engagement of civil society.
DMIP development in the 24 partner districts was designed to achieve the SDS Program’s objective 2: Strengthen management of resources and programs at the district and sub county level.
The report is based on the experiences of the consulting team that was contracted by SDS as the DMIP development technical assistance (TA) team. The process issues are presented and analyzed to draw meaningful conclusions that can support learning for continuous process improvement. “Process” refers to the set of linked tasks carried out by the DMIP consultants in the course of developing a DMIP for each of the 24 districts.
This report does not intend to present the ideal model for DMIP development or every possible way that DMIP processes could be organized. Nevertheless, there is a basis for development of a generic model based on common activities across districts and service delivery in a decentralized system of governance. Through improved knowledge of the various methods for creating the information that provides a platform for DMIP development, new and potentially improved ways of developing DMIPs can emerge.
