Global Health Systems: A Case Study The District Operational Plan (DOP)

THE OVERVIEW
Despite the increasing amounts of donor funding over many years, development assistance initiatives in health have not always produced their intended outcomes. In some instances, development assistance has resulted in fragmented country health systems, competing priorities, increased administrative burdens because of parallel structures, and unsustainable outcomes. In recognition of this risk, and in response to the Paris Declaration Principles of Aid Effectiveness, and the Government of the Republic of Uganda’s Partnership Policy, USAID designed an approach to coordinate development assistance initiatives to support Health Systems Strengthening (HSS) in decentralized governments and to optimize performance.
