Improved Health and Social Services – Benefits of Revenue Enhancement and Procurement Management

The decentralization of front-line services, including basic education, primary health care, agricultural advisory services, and rural infrastructure (roads, water, etc.) development to local government units is granted by the Constitution and supported by the Local Governments Act (Cap243). In devolving these services, the Constitution intended to improve access to and delivery of services, accounting and reporting. The Constitution also spells out the framework for financing these service mandates to enable local governments (LGs) to effectively deliver on them.
